Board Members
Mr John Tulloch, Chairperson, Surveyor General of
Victoria
Mr Tulloch is the Surveyor General of Victoria, and as such
is the primary government authority on surveying and the cadastre.
The Surveyor General fulfils a range of statutory roles and
responsibilities dealing with land and property boundaries.
Mr Tulloch is also the Registrar of Geographic Names and a
member of the following Commissions and Committee’s
in Victoria:
• Victorian Electoral Boundaries Commission
• Federal Redistribution Committee for Victoria
Mr Barrie Bremner, Licensed Surveyor, Surveyor and
Chief Draughting Officer in Office of Titles
Mr Bremner fulfils the statutory role of Surveyor and Chief
Draughting in the Land Registry and is a Senior Manager in
providing expert advice to government on land administration
matters. He is a Licensed Surveyor and prior to taking up
his current position, was a Director of a consulting surveying
practice in Victoria.
Ms Rachael Musgrave-Evans, Licensed Surveyor
Ms Musgrave-Evans has been a licensed surveyor in Victoria
since 1992 and was also a licensed surveyor in the Northern
Territory. She has a Bachelor of Applied Science in Surveying
with Distinction (RMIT) and a Master of Social Science in
Environment and Planning (RMIT). Ms Musgrave-Evans has experience
in urban and rural cadastral surveying in both the public
and private sectors. She is the Managing Director of Musgrave-Evans
and Gilbert Consulting Pty Ltd; a Land Surveying and Town
Planning consultancy in Central Victoria. Rachael is a member
of the Institution of Surveyors Australia (Victoria Division),
the Association of Consulting Surveyors Victoria and the Planning
Institute Australia
Mr Michael Loy, Licensed Surveyor Member
Mr Loy is the Managing Director of Lawlor and Loy Pty. Ltd,
a Melbourne based firm of land surveyors and town planning
consultants. Mr Loy has been a practising licensed surveyor
in Victoria for over 30 years, and was a registered surveyor
in New South Wales for more than 20 years. Mr Loy has extensive
experience in land development, cadastral surveying, town
planning and associated survey matters in both metropolitan
and country areas. Mr Loy is a nominee of the Institution
of Surveyors Australia, Victorian Division and has been a
Member of the Institution and the Association of Consulting
Surveyors Victoria for over 25 years. He was an Executive
Member of the Association of Consulting Surveyors Victoria
for eight years and the Association’s Chairman in 2000/2001.
He is an Associate of the Royal Melbourne Institute of Technology
in Surveying.
Dr David Silcock, Academic Member, RMIT University
Dr Silcock is a licensed surveyor, and Senior Lecturer in
Geospatial Science at RMIT University (School of Mathematical
and Geospatial Sciences). He joined RMIT in 2000 after 10
years at the University of South Australia. Prior to academia
he worked as a cadastral and engineering surveyor with the
Roads Traffic Authority and then Blacktown City Council in
NSW. Dr Silcock also spent 2 years as geodetic surveyor in
Western Samoa during the late 1980's. He has undertaken significant
research in high precision GPS and plate tectonics, and has
previously served as the academic member of the Surveyors
Board of South Australia for a 5-year term.
Mr Hugh Davies, Lawyer Member
Mr Davies has extensive experience in litigation and business
law. He is currently practising law as a consultant to legal
firms and is a sessional member of VCAT. Mr Davies has also
acted as a course presenter for the Law Institute of Victoria
in the area of strategic practice planning. He has vast experience
as a mediator for all court jurisdictions and is a member
of various panels in his capacity as a mediator.
Ms Gaye Mason - Community Member
Ms Mason has more than 30 years commercial experience and
holds an MBA. She is a Fellow of CPA Australia, an Associate
of Chartered Secretaries Australia, and Graduate of the Australian
Institute of Company Directors. She holds honorary board and
governance positions in the not-for-profit sector and was
a member of the CPA Australia Board and President of CPA Australia’s
Victorian Division in 2006/07.
Ms Roberta Esbitt, Property Owner / Developer Member
Ms Esbitt is an internationally registered architect with
over 30 years’ experience in the property industry.
Previously Architect for the European Commission in Brussels,
she has managed her own property development company in Melbourne
for 12 years. Ms Esbitt has a Bachelor of Architecture from
Cornell University in New York, and a Diploma of Building
, Diploma of Building Surveying, and Master of Business (Property)
from RMIT University, where she lectures in post-graduate
Property. She is on the National Board of the Association
of Professional Engineers Scientists and Managers, Australia,
and is President of the Association’s Architects’
Division, as well as being on the Board of Member Advantage
and a co-opted Member of the Building Practitioners Board.
In addition, she chairs the Cadastral Surveying Career Promotion
Task Force. Ms Esbitt served for several years on a Council
Planning Community Advisory Committee and as Residents’
Advocate for planning matters at VCAT. Prior to that, she
was National Vice-President of the National Association of
Women in Construction [Australia].
The Secretariat
The administration of the Board is undertaken by a small secretariat
to facilitate the Board activities and services. The Department
of Sustainability and Environment provides the secretariat
staff and office facilities through the office of Surveyor
General Victoria. The staff comprises an Executive Officer,
Anita Davids, and an Administration Officer, Laura Faulkner.
